PRIME CONTRACTS
Environmental Policy and Institutional Strengthening II IQC (EPIQ II)
(2003-2009)
IRG and its partners provide quick-response short-, medium-, and long-term advisory services and technical assistance to USAID in the following areas: environmental policy support, multilateral environmental agreements, global climate change, public-private partnerships, linking environment and economic growth, and policy program management and support. Program-Project Management Training (PPMT) IQC (2005-2010)
Under this single-award $50,000,000 IQC, IRG is carrying out a wide range of training courses for USAID staff over the next five years. This project is the Agency’s new flagship activity designed to improve the quality of its program and project management and implementation skills. Training is to be given in program and project planning and implementation, procurement planning and skills for Cognizant Technical Officers (CTOs), as well as a range of short courses and specialty courses. It also can be used to train staff with other USG agencies, such as the State Department and the Department of Defense. Prosperity, Livelihoods and Conserving Ecosystems (PLACE) IQC (2006-2011)
Prosperity, Livelihoods and Conserving Ecosystems (PLACE) IQC designs and implements practical solutions worldwide for enhancing biodiversity, natural resource management, and equitable growth. Under a $300 million ceiling, IRG will provide support services, including training, environmental compliance studies, monitoring and evaluation, policy and institutional development, strategic planning and analysis in enterprise development and various aspects of democratic governance. Integrated Water and Coastal Resources Management IQC (2004-2012)
IRG provides assistance and services in support of USAID's global program in integrated water and coastal resources management. IRG supports: integrated management of water resources at the watershed scale, including coastal resources; optimizing water supply; managing water demand; and providing equitable access to clean water. IRG works to establish improved and integrated policy, and regulatory and institutional frameworks to achieve program objectives. Energy II IQC (2003-2010)
IRG and partners provide quick-response, short-, medium-, and long-term advisory services and technical assistance to USAID across the energy sector, including: fossil fuel; renewable and alternative energy sources; energy planning, restructuring, regulatory development, and privatization; regional energy planning and trade; energy efficiency, utility management, and environmental resource management; transportation; rural energy services; climate change; and technology transfer. Senegal Accelerated Growth and Increased Competitiveness (SAGIC) IQC
(2005-2010)
USAID seeks to support the Government of Senegal and help stimulate accelerated growth, competitiveness and trade. IRG was awarded this five-year IQC to provide technical expertise and management on opportunities that will lead to increased public-private partnerships, streamlined governance and the opportunity for Senegalese firms to take full advantage of the Africa Growth and Opportunity Act (AGOA) and increase trade with North America and Europe. Under its first task order, Economic Growth, IRG is focusing on expanding the value chain for a variety of products produced in Senegal, including cashew nuts, mangos, bissap syrup, fonio (a local grain), fish, textiles, milk products and horticulture. The goal is to ensure that local Senegalese are engaged at every juncture along the production process, so that all profits remain in country—from seed to market. The project will also pursue public private partnerships with national and international firms and work to implement appropriate policy reforms that will increase opportunities for trade and export. Asia and the Near East Workforce Surge Capacity (2006-2010)

SUBCONTRACTS
Afghanistan Infrastructure & Rehabilitation Program (2007-2012)
This IQC is tasked with providing technical assistance and support for several infrastructure objectives within the energy and natural resources, transportation, urban development/water sanitation and public buildings sectors. Overall, the IQC will address three main areas: technical assistance for institutional development and capacity building; repair, renovation and construction services related to infrastructure systems and facilities; and provision of equipment and commodities to support the operations, as well as infrastructure-related equipment and materials. Building Recovery and Reform through Democratic Governance (BRDG) IQC (2005-2010)
This IQC provides services and support for governance and state building; government, civil society, and private sector group support, including meeting the needs of fragile and transformational states and possible demands by Millennium Challenge Account threshold countries. By directly supporting ministries and executive offices to promote democratic governance across all sectors, the IQC promotes principles of accountability, transparency, and responsiveness. In particular, IRG technical assistance fosters effective governance by helping to establish and reinforce legitimate structures, policies, functions, and decision making. Assistance also includes strengthening public management systems so that governments can operate more efficiently and effectively and incorporate democratic structures and principals. IRG’s expertise in strategic planning, policy, and institutional reform can help planners and managers develop and integrate analytical, technical, and political skill sets to build capacity that will help manage the policy reform process. Environmental Health IQC (2004-2009)
IRG is a subcontractor to Research Triangle International (RTI) on this USAID IQC that provides services in environmental health. The IQC's objective is to provide access to a broad range of expertise in interventions to reduce exposure to agents of disease and to hazards that exacerbate disease, by focusing on improvements in the physical environment and in key behaviors. The IQC will work across twelve technical areas: vector control, water supply and sanitation, solid waste management, infection control (hospital sanitation), integrated programs in population-health-environment, indoor air pollution, outdoor air pollution, injury prevention, toxic substance exposure, radiation exposure, health impacts of climate change, and emerging/reemerging infectious diseases. Instability, Crisis, and Recovery Program (ICRP) IQC (2005-2010)
This IQC helps support USAID’s operational response to conflict-prone and fragile states. Activities involve early warning and analysis, program design and implementation, training and outreach, grants under contract, and monitoring and evaluation. Technical assistance and capacity and institution building include support of the peace process, the security sector, and conflict management and mitigation.
People, Energy & Development IQC (2004-2009)
IRG facilitates more effective and efficient knowledge management in the energy sector, focusing on specific areas of interest within the broader themes of governance, social development, and the environment. Assistance is provided in institutional strengthening; energy policy reform; environmental and related infrastructure; promoting greater efficiency of energy production, distribution, and use; fostering the commercialization and use of renewable energy technologies, and demonstrating appropriate technologies to reduce energy-related environmental degradation and mitigate emissions of greenhouse gases. Sustainable Urban Management (SUM II) IQC (2004-2009)
IRG is a subcontractor to Research Triangle International (RTI) on this USAID IQC that provides technical assistance in five functional areas: 1) expanded and equitable delivery of urban services and shelter; 2) enhanced effectiveness, responsibility, and accountability of local government organizations; 3) enhanced environmental management practices, pollution control systems, and tools; 4) improved disaster preparedness, response, and recovery through mitigation, strategic planning, training, hazard identification, and awareness; and 5) improved finance and credit systems through program design and technical support.
