Providing Global Energy Assistance and Advice
Under this global IQC, the IRG Team provides quick response, short-, medium-, and long-term advisory services and technical assistance across the energy sector, including: policy development; legal and regulatory advice; capacity building; renewable and alternative energy sources; energy efficiency; energy sector reform; regional energy planning and trade; fossil fuel sectors; utility management; environmental resource management; transportation; rural energy services; climate change; and technology transfer. Building Clean Energy Capacity and Energy Independence
IRG is developing the capacity of the Afghan Government to provide its people with clean, renewable energy on a national scale. The Afghan Clean Energy Project is fostering energy independence and development through increased use of renewable energy resources and technical assistance to the Ministry of Energy and Water. The project also promotes energy efficiency by implementing a detailed national power sector assessment and providing equipment and energy audits. IRG seeks to spur the development of Afghanistan’s renewable energy equipment manufacturing, operation, and maintenance capacities through training of public sector employees and university staff. Improving Energy Efficiency in Pakistan
IRG is improving the availability, affordability, and efficiency of energy use throughout Pakistan. To do this, the IRG Team is strengthening energy efficiency and conservation practices to reduce demand in the commercial, residential, and public sectors; promote energy conservation and; and build the capacity of utilities, energy services companies, and public sector organizations Pakistan: Energy Efficiency and Capacity

Promoting Energy Security and Creating Competitive Energy Markets
On behalf of USAID, IRG is working with counterpart governments and regional agencies in the Europe and Eurasia region to facilitate regional cooperation and energy trade; establish a common regulatory framework that facilitates investment; and promote a transparent, reliable regional electricity market that stimulates investments in energy efficiency and clean energy technologies that reduce greenhouse gas emissions. Strengthening the Performance of Regulatory Agencies and Energy Utility Companies
IRG is providing high-quality technical advisory services to utilities and regulatory officials in the Bangladeshi power sector to improve operational performance. IRG’s approach delivers both policy support to improve the legal and regulatory climate for the energy sector, and management support to enhance the efficiency of national and local energy authorities’ operations. Enhancing Performance through Energy Efficiency
Under Energy Conservation and Commercialization (ECO) III, IRG is working to enhance the commercial viability and performance of India's energy sector and reduce greenhouse gas emissions by promoting access to and utilization of clean, efficient energy technologies. The project is assisting the Indian Bureau of Energy Efficiency to develop its institutional capacity by expanding energy efficiency initiatives to the State level, improving energy efficiency in buildings and small- and medium- enterprises, providing professional curriculum development and training for energy professionals, and building upon the framework for energy efficiency risk financing. Providing Technical Assistance for Heating Reform
IRG is working to help Ukraine transform municipal heating into a financially viable, well-managed, and equitably regulated sector that delivers quality services at affordable prices. The MHR Project Team works with Government of Ukraine counterparts to strengthen the legal, regulatory, and institutional framework to improve heating services, while bringing the heating sector into compliance with EU legislation. The MHR Project Team recently selected 35 cities for pilot projects to assess municipal energy systems, develop municipal energy plans, obtain financing for efficiency improvement projects, implement energy efficient technologies and methodologies, and monitor results. IRG is implementing a strong outreach program to educate citizens and elevate public awareness and participation in energy efficiency activities. Ukraine: Municipal Heating Reform Project

Restoring Electricity in Post-Conflict Environment
From July 2006 through today, IRG has worked collaboratively and closely with Liberian public and private counterparts to restore electricity services after a 12-year civil war. In 2006, when the lights came on again in Monrovia, IRG was there providing fuel procurement, utility support, logistics services under the auspices of USAID. Throughout 2007 and 2008, our team implemented pilot solar power projects that brought electricity to rural clinics, schools, community centers, and small businesses. We worked with national, county and local officials to develop the National Energy Policy (NEP) and the Executive Order to formally establish the Rural Renewable Energy Agency (RREA). We continue to support revitalization of the energy sector, now through Norwegian funding. Liberia: Emergency Power Program

Gaining Credit for Reducing Carbon Emissions
IRG promotes regional policies and market transformations in Asia that encourage investment in clean energy technologies while addressing Asia’s economic productivity, energy security, and environmental challenges. With activities in China, India, Indonesia, the Philippines, Thailand and Vietnam, IRG is taking a regional approach to solving problems, by sharing information, demonstrating solutions, and building partnerships with the private sector and civil society.
