Appropriate and effective infrastructure provides access to economic, social, and political opportunity and is a fundamental driver of sustainable and long-term development. An industry leader in combining both the “hard” side of construction with the “soft” side of policy reform, technical assistance, and capacity building, International Resources Group’s skills lie in managing stakeholders and bringing them together to ensure that reconstruction and the restoration of services take place quickly, effectively, and with accountability. Working closely with host country governments and communities, IRG’s work emphasizes institutional strengthening, post-conflict and post-disaster reconstruction, regulatory reform, governance, tariff structures, and social aspects including resettlement.

Building Renewable Energy Infrastructure
IRG is working in Afghanistan to rehabilitate and build greenfield hydropower, solar, wind, and hybrid power systems.Ultimately reaching over a million Afghans, our efforts focus on villages that are currently unconnected to the grid. ACEP experts serve both as advisors and on-the-job trainers for public universities, the Ministry of Rural Rehabilitation and Development, the Ministry of Energy and Water, and private sector entities . An integrated communications plan will build Afghan ownership of program activities and assets with messages focused on the benefits of energy efficiency. Restoring Electricity in Post-Conflict Environments
After a 12-year civil war, IRG was tasked to manage fuel procurement, billing and revenue collection, and information management for restoration of electricity in Monrovia to rebuild the institutional capacity of the power sector, particularly the Liberian Electricity Corporation (LEC). In only nine months, IRG helped LEC reach the target goal of generating 70% of electricity capacity. Under two concurrent USAID projects, IRG helped LEC secure over 1,000 customers and connected up to 2,500 customers. Nearly 300 prepayment meters installed to ease logistical burden on poor consumers, reduce collections costs and reduce arrears. At the same time IRG trained LEC in theft identification and energy management and provided wide ranging training. IRG coordinated the USAID program with EU, African, and international donors. Procuring and Installing Irrigation Systems and Equipment
IRG is installing modern irrigation systems (drip, sprinkler, and gated pipe) and providing new irrigation technology to Lebanese farmers in the Litani River Basin such as soil moisture sensors, water measurement devices, and crop water use estimating equipment that will be purchased, installed, and demonstrated in the area. IRG performed a needs assessment that provided the basis for determining appropriate infrastructure. To provide credit to upgrade farmers’ irrigation systems, IRG is helping farmers establish credit worthiness with written market plans and cash-flow analysis. The IRG team will train local extension counterparts in these support skills who are responsible for training local farmers in financial planning. Helping to Reconstruct the Road to Recovery
Intended to help revive the economic and social infrastructure in the Aceh and North Sumatra provinces damaged by the 2004 earthquake and tsunami, the Road/Bridge Reconstruction and Rehabilitation Project was USAID/Indonesia's "signature" contribution to the Aceh disaster relief effort. This West Coast highway is crucial to livelihoods in the region. IRG, as a major subcontractor on this project, managed several tasks aimed at minimizing the environmental and social impacts from the road construction: environmental management, project information, community outreach, land acquisition, and government capacity building. Developing Alternative Energy Sources
IRG provided technical assistance and training services to the Government of Nepal to improve the enabling environment for hydropower development. IRG also worked to strengthen environmental and social rules, regulations, and assessment processes and broadened stakeholder participation in the project development process. Both national and international private sector investment in hydropower reached $360 million during the project period. The project has also brought access to electricity for an additional 5% of the population, improving the lives of 1.2 million Nepalese. Nepal: Sustainable Hydropower Development
Supporting Post-Conflict Reconstruction
IRG played a key role in managing the USAID reconstruction program in Iraq. Within the project’s infrastructure reconstruction efforts, IRG oversaw two reconstruction contracts totaling $2.8 billion with Bechtel, a leading engineering and construction services firm, and coordinated with all other activities. IRG activities ranged from rehabilitation and green-field construction works to technical assistance, policy reform, and institutional capacity-building. Among the notable infrastructure projects, IRG managed the reconstruction of hundreds of schools and clinics, coordinating with the Ministry of Health on-site. Fifteen water treatment facilities were rehabilitated and waterways were repaired throughout Iraq, increasing the quality and quantity of water flow. Paving the Way for Construction Opportunities and Investment Prospects
IRG was tasked with providing pre-feasibility analyses and definitional studies conducted on behalf of the Millennium Challenge Corporation (MCC) for Mali's Bamoko-Senou Airport and Industrial Park. This was the first phase of the MCC's due diligence process for preparation of an Investment Memorandum with the Government of Mali. The project envisioned infrastructure and building improvements to the airport and development of a 200-hectare Industrial Park within the airport domain. Using Advanced Technologies to Bring Electricity to Rural Areas
The AMORE project electrified approximately 160 remote rural barangays in Muslim Mindanao, particularly in the provinces of Tawi-tawi, Sulu, Basilan, Zamoanga del Sur, Sultan Kudarat, and Maguindanao using the most appropriate RE technologies, such as solar, PV, and micro-hydro systems.
