IRG is a leader in managing civilian programs for Stability Operations and Reconstruction in post-conflict situations. Experienced program managers oversee planning, coordination, and execution of programs across a wide range of reconstruction functions including education, democracy and governance, economic growth, infrastructure, health, and community action. IRG provides this management capability to US Government clients both in the field and in the interagency process of Washington DC.

IRG managers are drawn from a wide variety of private sector and US Government backgrounds including State Department, USAID, Treasury, and Department of Justice.
In addition, these reconstruction experts are experienced in coordinating programs with US and coalition military forces, the US Army Corps of Engineers, host government ministries, local communities, NGOs, and international organizations.

Rebuilding Infrastructure for Essential Services
For USAID in Iraq, IRG has managed a $2.8 billion infrastructure reconstruction program across the power, water, sanitation, transport, telecommunications, and vertical structure sectors. IRG provided program and sector managers to oversee performance of USAID’s Implementing Partners, coordinate with US military forces and Iraqi ministries, and work with the US Army Corps of Engineers detachment supporting USAID reconstruction programs. Rebuilding and Recovery in Transitional or Post-conflict States
Community Action Program (CAP)
. IRG managed the CAP program in Iraq which actively engaged communities throughout Iraq to address critical needs and promote grassroots democratization. Community groups set project priorities and organized community and local government contributions. Project activities covered small-scale infrastructure—including schools and clinics, income generation, social cohesion and war victims assistance.
Iraq Local Governance Program. IRG supported USAID in oversight of Iraq’s local governance project which strengthened and promoted the following vital components of rebuilding effective governance: local government institutions and service delivery; local and district councils; independent media; civil society; community engagement and outreach; and decentralization. Empowering Citizens and Government to Strengthen Legal Frameworks
Managing the human rights and legal aspects of USAID Kabul’s Land Titling and Economic Restructuring project, IRG works with Afghan citizens and government officials to address legal framework issues and reform issues, informal dispute resolution, and legal assistance to women and other disadvantaged groups.
